What is the best, what to change, as the dust of the ground?

My land around the house is almost like dust – or perhaps dried mud. No idea, but its terrible – last year I planted a few flats of flowers and grew a lot … So I wonder, what could add to the soil (So I can get to be able to center in a garden) to help the majority. Usually compost is added, but the city we live in now, let us not composter / batteries …. imagine …. Anyway, what we suggest? Thanks to all
